## Summary

**Creates independent antisemitism monitors for colleges.** This bill would require the Education Secretary to set up a program, within 180 days after enactment, to appoint third‑party monitors at higher education institutions the Department identifies as having high levels of antisemitic activity. - Students and campus communities would get an outside monitor to review incidents and provide public quarterly updates posted by both the institution and the Department of Education. - Colleges and universities designated for monitoring would have to enter a monitorship agreement and cover the monitor's reasonable expenses. - The Department of Education would use Office for Civil Rights data to pick institutions and would develop the standard monitorship agreement. - Monitors would deliver quarterly public reports and an annual report to Congress with recommendations and possible actions or sanctions. *Would not authorize new federal appropriations and places reasonable monitoring costs on the monitored institutions.*
