**Fixes when courts decide whether an entity counts as an agency or instrumentality of a terrorist party.** This bill would title the measure the Terrorism Judgment Collection Act and amend the Terrorism Risk Insurance Act so that an entity's agency-or-instrumentality status is determined as of the date a final judgment holder begins execution or attachment proceedings.
