## Summary

**expand the Guam and Northern Mariana Islands Visa Waiver Program** while adding formal, fact-based safeguards for suspending admissions to protect local economies and security. It would add India, the Philippines, Vietnam, Thailand, Indonesia, and Mongolia as eligible nationalities and require written determinations, interagency and local consultation, economic and fiscal assessments, and regular post-suspension reviews, with an emergency suspension option that expires after 60 days unless follow-up steps occur. - Residents and businesses in Guam and the Commonwealth of the Northern Mariana Islands would get required economic and fiscal assessments before a suspension, covering visitor arrivals, air service, jobs, business activity, and government revenues. - Travelers from six countries — India, the Philippines, Vietnam, Thailand, Indonesia, and Mongolia — would become eligible for visa-free short visits to Guam and the CNMI. - Federal and local officials would face new procedural rules: DHS must issue written, fact-based suspension findings, consult with the Secretaries of the Interior, State, and Commerce and the governors of Guam and the CNMI, provide Congress at least 60 days' notice before a suspension, and conduct a review 180 days after a suspension and annually while it remains in effect.
