## Summary

**Prevents nondisclosure clauses from silencing sexual-abuse survivors.** The bill would also create a duty for fiduciaries to report grooming and give victims federal civil remedies. - Victims and families: Voids nondisclosure provisions that would stop a victim or others from disclosing sexual abuse or related facts. This applies retroactively and preserves confidentiality of settlement terms only if those terms do not block protected disclosures. - Fiduciaries and accountability: Imposes a duty to report grooming behavior likely to lead to sexual abuse and gives victims a federal private right of action for damages and attorney fees. It sets a 10 year statute of limitations after conviction or after the victim turns 18 and allows state attorneys general to sue. - States and implementation: Preempts state laws that enforce prohibited NDA terms but permits states to enact stronger protections. The Attorney General must issue implementing rules and the bill sets a 180 day overall effective date with reporting rules to take effect 90 to 180 days after a fiduciary first knows of grooming.

It would also stop enforcing clauses that silence others who would help a victim disclose. Confidential settlement terms could still be kept private…
- Definitions of abuse and fiduciary terms: benefit, medium. If enacted, the bill would define key terms used throughout the law. It would define "grooming behavior," "nondisclosure clause," "sexual abuse," "fiduciary," and "minor" (under 18). These definitions would decide who must report, who can sue, and who is protected.
- New fiduciary reporting and penalties: mixed, medium. The Attorney General would issue rules within 180 days and set the reporting deadline between 90 and 180 days after the fiducia…
