## Summary

**Repurpose vacant hotels and motels into housing and shelter** by creating a Project Turnkey Program that would fund conversions, rental help, and supportive services targeted to people who are homeless or at risk. - Families, youth, and survivors: Grants could pay rental assistance, security and utility deposits, and supportive services for people who are homeless, at risk of homelessness, fleeing violence, or youth experiencing homelessness. - State and local governments, public housing agencies, nonprofit housing providers, community development financial institutions, and Continuum of Care partners: Eligible entities could receive grants and subgrant funds to acquire, rehab, convert, or operate non‑congregate shelter and affordable rental housing. - Program design and rules: The Secretary could waive many statutory requirements to speed use of funds, permit conversion of vacant hotels, motels, schools, hospitals, and offices, limit administrative costs to 15% for grantees and 5% for nonprofit operating expenses, and reserve funds for capacity building and implementation. *Would authorize $1.0 billion annually through 2035 for the program, adding that level of federal appropriations.*

## Provisions PRIA read

- $1 billion yearly for Project Turnkey: benefit, high. If enacted, Congress could provide $1 billion each year for this program, on top of other funds. Money would stay available to spend through 2035. Most funds would go to the grantees that got section 217 funds in fiscal year 2025. Up to $25 million could support training and technical help for gran…
- Faster use of funds with safeguards: benefit, medium. The bill would let the Secretary waive or adjust some rules to speed up using funds. Waivers could not remove fair housing, nondiscrimination, labor, or environmental protections. It would also exempt these funds from certain usual limits and matches, like cost caps, commitment deadlines, matching…
- Grants to turn hotels into housing: benefit, medium. This bill would create the Project Turnkey Program. Local governments and nonprofits could get federal grants to add housing and shelter by reusing empty hotels and other buildings. Money could cover rent, security and utility deposits, and supportive services. It could also buy, convert, or repair…
- Local spending rules and provider pay: benefit, medium. Public grantees could pass funds to other groups. Grantees could use no more than 15% for administration and planning, and nonprofits could use up to 5% for operating costs if tied to capacity building. When hiring service providers, grantees should, when possible, pay enough to cover total program…
