## Summary

**Strengthens teacher preparation for English learners (ELs).** This bill would create a competitive grant program to help colleges train teachers in evidence-based bilingual, immersion, and dual-language methods and provide high-quality clinical experience. - Helps teacher candidates meet state licensure to teach ELs and gain clinical practice in EL-serving classrooms. Grants may be awarded for up to 5 years. - Aims to boost ELs' academic achievement and English proficiency, address the needs of ELs with disabilities, support social-emotional learning, and increase family and community engagement. - Funds partnerships of institutions of higher education with high-need local education agencies or early childhood programs. Preference goes to programs that recruit underrepresented or former EL teacher candidates, grantees must provide a 50 percent nonfederal match, and submit end-of-grant evaluations and public findings.
