## Summary

**Would create a national plan to stop fentanyl and other synthetic drugs entering federal prisons by mail.** It would direct the Bureau of Prisons Director to evaluate mail-scanning tools, build a technology and staffing plan, and set timelines and budgets for implementation. - Inmates and staff: Aims to protect staff and people in custody from exposure by moving to 100 percent mail scanning and requiring a digital copy of each inmate’s mail within 24 hours and delivery of the original within 30 days if it is safe. - Legal mail and attorneys: Would require a legal mail process that verifies senders while preserving attorney-client privilege as required by law. - Operations and budget: Would force the Bureau to assess needed equipment, training, staffing, and maintenance and include an equipment and technology budget proposal for fiscal years 2025 through 2027. - Oversight and timing: Calls for an evaluation within 180 days, a strategy submission after that evaluation, full implementation within 3 years of the strategy, and annual reports on interdiction results and efficiency.
