## Summary

**Requires the Department of Defense to allow only** validated and verified quantum computing systems before they are developed or acquired. The bill also ties DoD policy to DARPA's Quantum Benchmarking Initiative to guide those checks and standards. - DoD acquisition teams would need a formal policy issued within 180 days that defines what counts as a quantum computing system and sets a validation and verification process. After that, a DoD element could not develop or buy a quantum system unless it passed that process. - Quantum researchers and program managers must align development and acquisition with the Defense Advanced Research Projects Agency's Quantum Benchmarking Initiative or any successor initiative. This makes DARPA benchmarks the reference for DoD validation. - The Secretary of Defense could grant case-by-case waivers, but must notify the congressional defense committees within 15 days and provide the justification for each waiver.
