## Summary

**Refocus Medicare Advantage Star Ratings on clinically meaningful measures and patient experience.** This bill would require the Secretary of Health and Human Services to revise the Star Ratings framework for Medicare Advantage (MA) and MA-PD contracts starting with the 2031 contract year, limit included measures to newly added measures tied to clinical quality, outcomes, or patient experience, and make excluded measures display-only with public reporting. - Beneficiaries: Ratings would shift toward measures tied to outcomes and patient experience, which could change how people compare plans when choosing coverage. - Plans and delegated entities: MA and MA-PD plans would face narrower criteria for what counts in a Star Rating. Some existing measures could be removed from scores and shown only as publicly displayed information. - Transparency and oversight: Two Technical Expert Panels with balanced stakeholder seats would review beneficiary survey instruments and rating methodology, accept public comment, and must deliver recommendations within two years. The Secretary must publish an annual public report for the 2031 contract year and each year after showing rating distribution, methodology, and the data behind any exclusions.
