## Summary

**Humane retirement and placement of research dogs and cats**. This bill would tie federal research funding to rules that require facilities to try to place retired companion animals with qualified adoption groups or to limit euthanasia to narrow, veterinarian-certified cases. - Federally funded research facilities would have to make reasonable efforts to transfer each companion animal no longer needed for research, testing, breeding, or educational purposes to a qualified animal adoption organization. - Euthanasia would be allowed only if a licensed veterinarian certifies that transfer is not medically suitable, presents an unreasonable public health or safety risk, or the animal is not reasonably expected to adapt to a home, sanctuary, or rescue. - The Secretary of Health and Human Services, in consultation with the Secretary of Agriculture, would define key terms, designate what counts as a qualified adoption organization, and publish regulations within 1 year. The bill preserves specified exceptions such as terminal or untreatable conditions and does not create a private right of action.
