## Summary

People receiving Black Lung benefits would no longer face administrative-offset collections against those payments. - Federal collection rules. The bill would void parts of 31 U.S.C. 3716 that authorize offsets for these programs and remove related references so agencies lose that tool for collecting from these benefit streams.
