## Summary

**Create competitive grants to help communities recover jobs and training after widespread substance use disorder.** This bill would establish a two-year pilot under the Workforce Innovation and Opportunity Act to fund partnerships that connect workforce boards, employers, treatment and recovery providers, education programs, Tribes, and community groups to address SUD-related economic harm and workforce needs. - Workers: People affected by substance use disorder, including dislocated workers and those with barriers to employment, could receive coordinated supportive services, career services, and training tied to employer openings. Grants run for 2-year terms and can fund supports and job-retention services for at least 12 months. - Employers and training providers: Employers would get help aligning on-the-job training with classroom instruction and testing creative hiring supports. Grants may finance transitional employment of participants working at least 30 hours per week and customized training. - Communities and providers: Treatment providers, peer recovery organizations, Tribes, and community groups can join partnerships to deliver evidence-based outpatient treatment, peer support, and benefit navigation. Grant rules cap partnership administrative spending at 10% and supportive services at 10%, and allow the Secretary to use up to 5% of the program funds for federal administration. *If enacted, the bill would authorize $187.5 million in funding for FY2027–FY2032, increasing federal spending by that amount.*
