## Summary

**Requires top-three funder disclosures for many independent political ads.** The bill would add new disclaimer rules so certain independent-expenditure committees must name their biggest backers and the amounts those backers gave. - Voters would see on-ad lists of the three people or groups that gave the most to the payer in the past 12 months, including dollar amounts, helping identify who bankrolls major ads. - Independent-expenditure committees that spend $10,000 or more in a calendar year or that contribute $10,000 or more to other such committees would have to include the Top Three Funders list on covered communications. - If a listed funder is itself a political committee, the payer must also list that committee’s top two funders who gave at least $5,000 in the same 12-month period, showing second-tier donors. - The disclosure rules apply to communications that expressly advocate for or against a candidate or qualify as electioneering communications, for ads made on or after January 1, 2027.
