## Summary

**Elevates biotechnology and biomanufacturing as critical infrastructure.** This bill would require the Department of Homeland Security and the Cybersecurity and Infrastructure Security Agency to treat biotech and biomanufacturing owners and operators as part of the nation’s critical infrastructure and to expand staffing, planning, and risk analysis for sectors that lack a designated Sector-Specific Agency. - Biotech companies and facility operators would be brought into federal critical infrastructure planning and risk assessments and would receive targeted outreach and technical assistance from designated DHS staff. - Industry groups and information-sharing organizations would be formally included in assessments and coordination. The bill names BIO-ISAC and H-ISAC and requires DHS to work with industry associations for information sharing and risk management. - DHS would have to submit a work plan to Congress within 45 days and update strategic plans with biotech input by September 30, 2027. The work plan must identify stakeholders, outline outreach, and set a path for stakeholder representation in sector coordination.
