## Summary

**Limits federal use of automated license plate readers**. This bill would prohibit federal agencies from buying, leasing, operating, or accessing certain networked ALPR systems and generally require a warrant for access, with narrow emergency and national security exceptions. - Limits federal agencies from buying, leasing, operating, or accessing covered ALPR systems. A warrant is required to access networked vehicle-location data except to find a missing person, respond to an imminent life‑threatening emergency, or in investigations linked to terrorism or espionage. - Exempts specific national security and border roles for the United States Secret Service, U.S. Customs and Border Protection, the Department of Defense, the Department of Homeland Security, and the Department of Energy when performing listed security, border, or facility protection duties. Those agencies may share information with each other for those activities. - Penalizes operators who knowingly give federal agencies improper access with up to 5 years in prison and civil fines up to $100,000. The bill also creates a private right of action for people harmed by violations, allowing damages and injunctive relief. - Conditions Department of Justice funding on states, localities, and tribes adopting substantially similar ALPR limits and requires annual certification by the Attorney General that they comply.
