## Summary

**Creates a new federal reporting requirement for voucher-based voter registrations.** States that let an individual register to vote for a Federal office with a voter voucher would send the Election Assistance Commission (EAC) a non‑identifying report after each general Federal election covering the period since the prior general election. The report would list total voucher-based registrants, total people who served as voter vouchers, how many people each voucher vouched for, and attempted voucher registrations not accepted by reason if the State keeps those records. Reports may not include personally identifying information and the EAC would make each report publicly available for 22 months. A "voter voucher" means someone authorized under State law to attest to another person's identity or residence for the purpose of registering that person to vote.
