**Targets settlement activity with U.S. sanctions and a trade ban.** It would create mandatory and discretionary sanctions, a FINCEN-led financial compliance framework, and an import prohibition on goods tied to Israeli settlements or outposts in the West Bank and Gaza. - Foreign individuals and companies would face automatic and discretionary sanctions for construction, investment, E1 area development, or population transfer. Sanctions could include asset blocks and visa restrictions for conduct on or after September 30, 2026. - Banks and other financial institutions would get FINCEN guidance within 120 days, with updates every 180 days, and face new compliance and reporting requirements to limit settlement-related financing. - Importers and consumers would be barred from bringing in goods produced wholly or partly in settlements or outposts, with the import prohibition taking effect 120 days after enactment. - Humanitarian groups, intelligence and law enforcement activities, and obligations to international organizations would have narrow exemptions. The bill would allow a waiver with initial certification and one 12-month renewal.
