## Summary

**Expands safe disposal of unwanted prescription opioids funded by a fee on opioid sales.** The bill would create grants for disposal sites and set rules so some patients do not pay the fee. - Patients and families: Patients prescribed opioids for cancer care or in hospice, and their estates or medical proxies, would not pay any amount attributable to the fee when buying those drugs. - Community disposal sites: Grants would fund establishment and maintenance of medication disposal sites for unwanted prescriptions. No more than 10 percent of annual grant awards may go to law enforcement or to manufacturers and distributors. - Manufacturers and federal funding: Manufacturers, producers, or importers would pay a fee of 1 cent per 100 milligrams on active opioids. Annual appropriations to run the grant program could not exceed the total fees collected. *This bill would tie program funding to fee collections, making the grant program self-financing rather than adding net new federal spending.*

The fee would not apply to drugs used only for medically assisted opioid addiction treatment. For combination drugs, the fee would apply only to the opioid portion. T…
