Agencies must document risk mitigation for any authorized exception and follow federal information security requirements. - Procurement would bar agency heads from buying any covered application or any software that uses a foundation model developed or provided by a foreign entity of concern. This restricts federal contracting for such AI products. - The bill spells out key definitions. A “foundation model” is an AI component trained on broad data and adaptable to many tasks. The definition and the reference to “foreign entity of concern” shape which products are included and how the ban is applied.
