## Summary

**Secure, resilient supply chains for critical minerals and trusted digital technologies.** This bill would create a State Department-led Critical Minerals Innovation Partnership Program to coordinate allied R&D, pilot projects, facilities, and a public digital platform, and it would establish a Cyber and Digital Technology Procurement Program to help partner governments buy trusted U.S.-origin cyber and AI-enabling tech while enforcing vetting and export controls. - Allied and partner governments would get capacity building, pilot and demonstration projects, procurement pipelines, and financing and matchmaking support, with partnership rules that exclude countries of concern and program authorities that generally terminate after 7 years. - U.S. companies, researchers, and small businesses would gain access to grants, cooperative agreements, International Centers of Excellence, and a centralized digital clearinghouse for solicitations and matchmaking to move technologies from lab to market. USTDA authorities would also expand to support strategic projects including in some high-income countries. - U.S. workers, manufacturers, and maritime industries would benefit from a manufacturing exchange sending up to 10 participants per year for training and apprenticeships and from shipbuilding and maritime measures that push to remove PRC-sourced inputs, create a new Assistant Secretary and Bureau for Water, Environment, and Space Affairs, and coordinate allied shipbuilding and workforce efforts.
