## Summary

**Creates a new Family Stability and Opportunity Voucher program that provides targeted housing choice vouchers and mobility services so families with children can move to "opportunity" areas with better schools and child care.** The bill would set rules for who is eligible, what mobility supports PHAs must offer, and how funds are awarded and capped through 2032. - Families with children: Eligible families are those with a child under age 6 or expecting within 300 days and who are homeless, unstably housed, living in high-poverty tracts, or at risk of displacement. They would get a voucher plus voluntary counseling and supports to help move to areas with high-performing schools or high-quality early care. - Public housing agencies and local partners: PHAs compete for incremental vouchers and extra fees to pay mobility supports. The Secretary gives preference to PHAs that partner with home visiting programs and can recapture funding if a PHA fails to use awards. - Children and local schools: The program focuses moves to defined "opportunity areas" so children gain access to higher-quality schools and early education through mobility services and local partnerships.
