## Summary

**Restores Premium Tax Credit (PTC) access for many lawfully present immigrants.** This bill would undo changes from Public Law 119-21 that limited PTC eligibility for lawfully present individuals and would add targeted rules to help low-income lawfully present people afford coverage while giving states more Basic Health Program (BHP) flexibility. - Lawfully present individuals: The repeal of Section 71301 of Public Law 119-21 would restore the prior PTC framework so lawfully present people could qualify under the earlier rules. - Low-income lawfully present aliens who are ineligible for Medicaid only because of immigration status: For taxable years after Dec. 31, 2025, these taxpayers with household income at or below 100% of the poverty line would be treated as having income equal to 100% of poverty for PTC calculations. - States and BHP enrollees: States could raise the modified adjusted gross income (MAGI)-based eligibility ceiling for the Basic Health Program from 200% up to as much as 250% of poverty for plan years beginning on or after Jan. 1, 2027.

- Restore premium tax credits for immigrants: benefit, high. If enacted, this bill would repeal Section 71301 of Public Law 119-21 and restore the prior premium tax credit rules for people affected by that section. Each amended provision would read as if Section 71301 had never been enacted. That would generally return earlier eligibility rules and credit am…
- States can raise Basic Health cap: benefit, medium. If enacted, this bill would let States set the Basic Health Program income cutoff between 200% and 250% of the federal poverty line instead of a fixed 200%. The change would apply to plan years beginning on or after January 1, 2027. If your State raises the cap and your income is below that percent…
