## Summary

**This bill would amend the Help America Vote Act of 2002 to require statewide provision of **secure, accessible absentee ballot drop boxes** in every county for federal elections.** It sets a 45-day availability window, a population-based minimum number of boxes, and rules for placement, disability and language access, and Tribal consultation. - Voters: People casting absentee ballots would get in-person drop boxes available from 45 days before the election until polls close. Each box must be clearly labeled and post instructions about what makes a ballot count. - County and local election officials: Counties must provide at least one drop box and larger counties must provide one box per 20,000 registered voters, rounded to the nearest whole number based on the count 90 days before the election. Boxes must be placed to ensure broad coverage and access to public transportation when possible. - Tribal communities and accessibility: States must consult Tribal leaders before siting boxes on Tribal lands and consider travel distance, road conditions, mail delivery, and other local factors. Drop boxes must meet accessibility rules for people with disabilities and for those with limited English proficiency under criteria the Attorney General may set.
