## Summary

**A 20% discounted electricity rate for customers in counties that host qualifying generation facilities.** This bill would add a new standard to the Public Utility Regulatory Policies Act that would require utilities to offer a 20 percent discount to a defined class of consumers served in a "host county" compared with the same class outside that county. - Residents in host counties would pay 20% less for electricity when they fall into the affected customer class and are served by the utility covering the host county. - State regulatory authorities and nonregulated electric utilities would have to start considering the new standard within 1 year and complete their determinations within 2 years of enactment. - A county counts as a "host county" only if it contains a "covered generation facility" with at least 5 megawatts nameplate capacity that imposes operational, environmental, or infrastructure burdens. The definition lists hydroelectric, geothermal, biomass, solar, and wind facilities and related public infrastructure. - States that already implemented or had active proceedings on a comparable discount during the 3 years before enactment would be exempt from the new timing requirements.
