## Summary

**Abolishes the Department of Homeland Security** and would create a new Department of Community Safety that centers community-led, health-focused approaches to public safety and retools how immigration and emergency services operate. It would also move many DHS functions into other departments and sharply limit enforcement and surveillance authorities. - Creates a Department of Community Safety that funds neighborhood disaster hubs, grants for transit and community safety, an Office of Community Violence Prevention, civilian border processing teams, and promotoras at the border. This gives families and local groups more funding and community-based help for disasters, violence prevention, transit safety, and immigrant support. - Ends many current immigration enforcement practices and custody rules. The bill would transfer immigration enforcement to the Department of Justice, require release of many detained noncitizens within months, ban federal funds for immigration detention after two years, remove ankle monitors after six months, and require congressional approval to execute removals. - Restricts federal surveillance and law enforcement support while shifting agencies. It bans many federal databases and bulk tracking, stops certain homeland grants and military‑style gear for local police, closes Guantanamo within 60 days with detainee release choices, and transfers TSA and Coast Guard functions to the Department of Transportation.
