## Summary

**Warrant-based limits on ALPR use.** This bill would create strict rules for how government agencies and vendors collect, search, keep, and share automated license plate reader data to protect privacy and expand oversight. - People would get stronger privacy protections. ALPR images and data must be deleted within 1 day unless a warrant or court-approved preservation applies, and searches by political or religious attributes are banned. Aggrieved people could sue for up to $1,000 per violation. - Police and other agencies would face narrow, warrant-driven access with tight time and location limits; emergency queries need supervisor sign-off and a court order within 48 hours, and evidence gathered in violation can be suppressed. Agencies must keep immutable query logs and undergo biennial audits. - Vendors would be barred from selling or reusing plate records and must certify systems do not index expressive attributes. States have 2 years to pass matching laws or face a 10% Department of Justice funding withholding with funds reallocated to compliant jurisdictions.
