## Summary

**This bill would create a new Advanced Manufacturing Workforce Development Program** to expand education and training tied to local advanced manufacturing needs. It would fund grants and pilot projects that link community colleges and training providers with manufacturers to build skills, credentials, and career pathways for workers in growing manufacturing communities. - Workers: Incumbent, dislocated, and unemployed workers would get targeted training and access to "covered credentials" such as industry certificates, degrees, and registered apprenticeships to help boost earnings and job prospects. - Colleges and training providers: Eligible entities include community and technical colleges, tribally controlled colleges, manufacturing extension centers, local school districts, and public-private consortia. These partners would design classroom, on-the-job, apprenticeship, and distance-learning programs aligned to employer-recognized skill sets. - Employers and local economies: Manufacturers can partner on projects that meet specific employer needs and may get priority when projects bring substantial non-Federal funding. Projects must show anticipated local economic benefits and coordinate with state and local workforce boards. - Accountability and evaluation: Each grantee negotiates performance measures tied to credentials, skills attainment, and earnings gains. The Secretary must evaluate funded projects and report results to Congress within two years of first disbursement.
