## Summary

**Expands transparency and criteria for snow-related federal disaster declarations.** The bill would require FEMA to share its recommendation with requesting States or Indian tribes at the same time it goes to the President and would force clearer explanations when the President approves or denies a declaration. - Governors and tribal leaders would receive FEMA's recommendation concurrently with the President and a detailed presidential justification on approvals or denials, including any recommendation deficiencies, damage estimates, life-safety considerations, and assessments of state and local response capacity. - Local and municipal governments would see snow events judged on more than just snowfall totals. The bill lets FEMA weigh county and municipal impacts, state snow removal plans and budgets, contracting and interstate agreements, and harms to people or property when recommending a major disaster for snow. - The FEMA Administrator would have deadlines to act. The bill would require regulatory updates within 1 year and an enhanced snowstorm recommendation process within 2 years. - The bill defines a “major disaster declaration” as a presidential declaration under section 401 of the Stafford Act (42 U.S.C. 5170).
