## Summary

**Bans compensated U.S. lobbying for Nigeria while Nigeria is designated a Country of Particular Concern for religious freedom.** This bill would prohibit paid agents under the Foreign Agents Registration Act (FARA) from lobbying on behalf of the Government of Nigeria during any period when Nigeria is designated a Country of Particular Concern under the International Religious Freedom Act of 1998. It applies FARA definitions to decide who counts as an "agent" and keeps unpaid, independent advocacy allowed. - Compensated agents and lobbyists: Barred from doing paid lobbying for Nigeria during the CPC designation and subject to FARA enforcement, including civil penalties up to $200,000 and criminal penalties that can include up to five years in prison or fines. - Government of Nigeria: Loses access to hired, compensated U.S. lobbying services while the CPC designation is in effect. - Independent advocates and unpaid supporters: May continue to represent or speak on Nigeria’s behalf without compensation under the bill’s rule-of-construction.
