## Summary

**This bill would require strict on-site secure storage for every firearm and paper record at federally licensed importers, manufacturers, and dealers.** It would also create civil fines and license penalties for violations and give the Attorney General authority to set additional security rules. - Federally licensed importers, manufacturers, and dealers would have to keep each firearm on their premises when closed and store them using specified methods such as a hardened 1/4 inch steel rod lock anchored against removal or in a locked fireproof safe, locked gun cabinet (with extra rod if not steel), or a locked vault. Paper inventory and transaction records would have to be kept on-site in a locked fireproof safe or vault and that requirement would take effect 90 days after enactment. - Violations would bring civil fines of $1,000 to $10,000 for a first offense, could trigger license suspension for a second offense, and could lead to license revocation on a third offense. - The Attorney General would be able to issue additional security rules on alarms, cameras, site hardening, and securing electronic records to reduce theft risk, and applicants would need to describe how they would comply and obtain the Attorney General's finding that their plan would ensure compliance.

When closed, each gun at the licensed address must be secured: either with a 1/4-inch hardened steel rod and lock that is anchored and protected from bolt cutters, or kept in a locked fireproof safe, a l…
- Justice Department could add more security rules for gun dealers: cost, medium. If enacted, the Justice Department could set extra security rules for licensed gun businesses. New rules could require alarms, security cameras, stronger doors and windows, or ways to secure electronic inventory records. This authority would start at enactment. These rules could raise business cost…
- New gun license applicants must submit a security plan: cost, low. If you apply for a federal firearms license, you would need to file a plan for how you will meet the new storage rules. The Attorney General would issue the license only if your plan, as described, would comply. This would start at enactment.
