## Summary

**Would create a National Pill Press Registry and require permanent serial numbers and annual registration for tableting and encapsulating machines and their critical parts.** It targets equipment used to mass-produce illicit pills and fentanyl. - Manufacturers, importers, exporters, and dealers would have to serialize machines and enumerated critical parts, register annually, expand recordkeeping, and report payments and deliveries. Most transaction and person-registration rules would take effect 120 days after enactment. - Current owners would get an affirmative defense if, within 180 days, they sell to a registered person, have a serial number affixed by a registered dealer, or destroy the machine. The ban on removing or possessing un-serialized machines would begin two years after enactment. - The Attorney General would run the registry, define additional critical parts by regulation, inspect registrants, set reasonable fees, and deny, suspend, or revoke registrations to protect public health and safety. - The bill would create new federal crimes for failing to register or report, refusing or negligently failing to make required serialization reports, removing or altering required serial numbers, and dealing in machines or parts without required registration.
