Initial export controls would take effect 180 days after enactment and an interagency assessment is due within 90 days. - Foreign persons and Chinese persons who knowingly transfer, sell, buy, or use covered technology in ways that benefit the PRC could be subject to targeted sanctions under existing emergency authorities.
