## Summary

**Blocks the State Department from acquiring, leasing, or contracting for embassy and consulate buildings that were built, owned, or controlled by entities tied to the Chinese government.** The bill would require the Secretary of State to avoid or minimize acquisitions, leases, or contracts involving any "covered building" or "covered construction" linked to an entity the People's Republic of China owns, controls, or substantially controls. - Diplomats and consular staff: Would be less likely to work in buildings that were built, owned, or altered by PRC-controlled entities because the Secretary must avoid those acquisitions and leases. - Contractors and foreign firms: Entities tied to the PRC would be restricted from performing covered construction or entering or renewing contracts to do that work on covered buildings. - State Department and Congress: The Secretary must notify two congressional committees at least 7 days before any inconsistent acquisition, lease, or agreement and within 7 days after learning of such actions. Notices must state whether the action is in the national security interest, identify the interest advanced, explain the determination, and list mitigation steps taken.
