## Summary

**Creates temporary authority to lend or lease U.S. defense equipment to Ukraine and Eastern European governments** to bolster their defenses and protect civilians during fiscal years 2026 and 2027. - Ukraine and affected Eastern European governments would be able to receive defense articles on a loan or lease basis during FY2026 and FY2027 to strengthen defense capabilities and civilian protection. - The President would have the power to authorize these loans or leases and may delegate that authority only to an official confirmed by the Senate. The President must set expedited delivery procedures for items sent to Ukraine within 60 days of enactment to speed delivery. - For Ukraine the bill excludes two specific statutory limits: Section 503(b)(3) of the Foreign Assistance Act and Section 61 of the Arms Export Control Act. All loans or leases must still follow laws about returning equipment and reimbursing or repaying costs.
