## Summary

**Prohibits federal purchase of solar panels made or controlled by entities tied to the People’s Republic of China.** - Federal agencies would be barred from using contracts, subcontracts, grants, subgrants, or government purchase cards to buy covered solar panels. OMB and the Federal Acquisition Regulatory Council must issue standards and amend the Federal Acquisition Regulation within 180 days. - Companies domiciled in the People’s Republic of China or deemed under PRC government or Communist Party influence by the Department of Homeland Security would be ineligible for federal solar procurement. - U.S. solar manufacturers and workers could see increased federal preference for non-PRC supplies, and the bill would require a federally funded research and development center study on domestic production, technology, and supply chains within one year. - Agency heads could request a narrow waiver only by certifying a covered entity is the sole viable source and getting joint approval from the Secretary of State and the Secretary of Homeland Security. OMB must be notified and report quarterly to Congress on waiver requests and outcomes.
