## Summary

**Preserve USAID's independence.** This bill would require that only an act of Congress can eliminate the U.S. Agency for International Development's status as an independent establishment and would prohibit federal funds from being used to remove that status. - Keeps USAID as an independent agency and protects its role in U.S. soft power abroad. - Reaffirms congressional authority over any change in USAID's status and names the House Foreign Affairs Committee and Senate Foreign Relations Committee as the oversight points. - Requires the Secretary of State to certify compliance within 30 days and then annually for five years to the named committees. - Prohibits any federal funds, including those from the American Relief Act, 2025, from being used to eliminate, dismantle, or subsume USAID.
