## Summary

**This bill would require federal agencies to charge labor organizations a quarterly fee for the value of official time and the agency resources they use.** It creates valuation rules, payment deadlines, and stepped enforcement that can end in decertification for nonpayment. - Labor organizations would be billed each quarter for two things: the paid hours their representatives spend on union duties and the agency resources used for union business. Agencies must notify the union within 30 days after quarter end and payment would be due within 60 days, with funds transferred to the Treasury general fund. - Federal employees who serve as union representatives would have their union time tracked in the agency time and attendance system. Failure to record union time can be treated as absence without leave and can lead to adverse action. - Agency heads gain enforcement tools if fees go unpaid. After escalating deadlines the agency may deny future union time, cut access to resources, stop allotments after 180 days, and decertify the union after 380 days. Inspectors General must audit compliance every two years.

The fee would equal union time (hourly pay times union hours) plus the value of agency resources the union used. Agencies would price resources using GSA rates when available, or market rates otherwis…
- Penalties if federal unions don't pay fees: cost, low. If a union does not pay on time, penalties would begin. Starting 90 days after the due date, agencies would have to deny union time and stop union access to agency resources. Starting 180 days, agencies would have to end payroll allotments for that union. At 365 days, the agency would notify the la…
