## Summary

**This bill would reauthorize and expand the recovery housing program** that helps people with substance use disorders secure stable housing. It would prioritize funding to the states with the greatest need, require low-barrier programs and clear housing outcomes, and set aside limited funds for technical assistance. - People in recovery would get stronger housing-focused support. Programs must be described as low-barrier and are expected to provide access to stable housing when participants exit the program. - States with the greatest need would be prioritized. Need is measured by four factors over 2019–2023: unemployment, labor force participation, age‑adjusted overdose death rates, and unsheltered homelessness. - State and local partners would have a formal role. States receiving funds must consult continuums of care and public housing agencies and use the money to supplement, not replace, existing state or local housing and recovery dollars. - Program administration would get limited support. The Secretary could use up to 2% of the program funds for technical assistance, best practices, and outreach.

HUD would coordinate across its housing and homelessness offices and prioritize states with the most need, based on 2019–2023 unemployment and labor force data, overdose deaths, and un…
