## Summary

**Cuts off U.S. aid to countries that vote against American positions at the United Nations.** It would bar a wide range of U.S. assistance unless the Secretary of State grants a narrow, time-limited exemption. - Countries that voted the same as the United States less than 50% of the time in the most recent UN General Assembly session would be ineligible for U.S. assistance. - The restriction covers named programs including the Economic Support Fund, International Military Education and Training, and the Foreign Military Financing Program, plus any other monetary or physical aid. - The Secretary of State may exempt a country after a fundamental change in leadership and policies. The Secretary must notify Congress and explain the basis, and the exemption lasts only until the next required report.
