## Summary

**Designates xylazine as a Schedule III controlled substance and sharply tightens federal control over its manufacture, distribution, and possession.** It would add xylazine to federal tracking, narrow who may legally possess it, delay some compliance deadlines to ease transition, and require sentencing and reporting changes to help curb illicit use. - Families and animal owners: Legal possession is limited to people who receive xylazine for an animal from a licensed veterinarian or a pharmacy, and to certain government animal programs and their staff. This narrows who can lawfully hold xylazine for pets, farm animals, or wildlife. - Veterinarians, pharmacies, and manufacturers: Practitioner registration, inventory, and recordkeeping rules begin after a 60-day transition. Manufacturers get a one-year delay for some security, labeling, and distribution requirements so compliance costs are phased in. - Law enforcement and courts: Xylazine will be added to ARCOS for federal tracking and the Sentencing Commission must review penalties for xylazine offenses. The Attorney General must report on illicit xylazine within 18 months and again at four years to inform enforcement and policy.
