## Summary

**Expands the President's executive reorganization authority** to let White House leaders shrink and simplify parts of the executive branch. It would let the President cut federal jobs, rewrite or remove burdensome rules, and end operations judged not to serve the public. - Executive coverage: The bill would redefine "executive department" to include executive departments, agencies, independent establishments, corporations wholly owned by the United States, and offices or officers. It would exclude the Government Accountability Office and the Comptroller General. - Policy tools: The bill would add three explicit purposes for reorganization plans: reduce the number of Federal employees, amend or eliminate rules to lower compliance costs, and eliminate government operations that do not serve the public interest. - Planning and limits: It would remove a prior restriction barring the abolition of enforcement functions or statutory programs and add language allowing plans that create a net increase in federal staff or spending. It also updates old statutory dates to 2026.
