## Summary

**Tightening asylum eligibility based on criminal convictions.** This bill makes noncitizens who have been finally convicted of a crime ineligible for asylum, and it lets the Secretary of Homeland Security carve out certain political offenses committed outside the United States by regulation. - Asylum seekers with a final criminal conviction are barred from asylum. This covers crimes defined as a felony or misdemeanor by the convicting jurisdiction or crimes punishable by more than one year in prison. - People who committed political offenses outside the United States may still qualify if the Secretary designates those offenses as exceptions through regulations. - Immigration officials and courts get clearer definitions of "felony" and "misdemeanor" tied to the convicting jurisdiction and the one-year punishment threshold.
