## Summary

**Protects state primacy over hydraulic fracturing.** This bill would say that states should hold primary authority to regulate hydraulic fracturing on state and private lands and would prohibit the President from declaring a moratorium on hydraulic fracturing unless Congress passes a law authorizing one.
