## Summary

**Move federal agency headquarters out of the Washington, D.C. area.** This bill would repeal the law that fixes many agency headquarters in the Washington metropolitan area and require executive agencies to plan and carry out moves to locations outside that region. - Executive agencies would have to submit a relocation plan to Congress by September 30, 2026, and implement that plan by September 30, 2030. - Each plan must identify a new headquarters location outside the Washington metropolitan area, aim to maximize any cost savings, and ensure no more than 10% of the agency’s employees are based in the Washington metropolitan area after the move. - The Director of the Office of Management and Budget and the Administrator of the General Services Administration must certify that plans meet the rules before submission, and plans must consider any national security implications. The Washington metropolitan area is defined to include the District of Columbia; Montgomery and Prince George’s Counties in Maryland; and Arlington, Fairfax, Loudoun, and Prince William Counties and the City of Alexandria in Virginia.
