## Summary

**Remote access to WIC certification and benefits.** This bill would let State WIC agencies certify and recertify participants and deliver food instruments remotely by phone, two-way video, mail, or electronic card while requiring accessibility protections. - Families and participants: Could complete certification by phone or video and receive food benefits by mail or on electronic benefit transfer cards. Applicants who meet income rules may get temporary certification immediately while nutritional risk and required health measurements are completed within 30 to 90 days. - State WIC agencies: Must offer both in-person and remote appointments and update State plans to allow remote issuance of food instruments. Agencies must collect required anthropometric data within the specified timelines and end interim eligibility if data are not collected or the participant does not meet nutritional risk criteria. - Accessibility and regulations: Remote formats must comply with the Americans with Disabilities Act and Section 504. The bill directs the Secretary to revise the WIC regulation at 7 C.F.R. § 246.12(r) by striking paragraph (4). - Program services and oversight: The Secretary must report to Congress within one year on use of remote technologies for certification, nutrition education, and breastfeeding support, assess effects on appointments and participant satisfaction, and outline best practices for remote certification and data security.
