## Summary

**Ending FEMA's Shelter and Services Program.** This bill would terminate FEMA's Shelter and Services Program, stop federal funding for that program or any successor, and transfer any unobligated balances to U.S. Immigration and Customs Enforcement for enforcement, detention, and removal activities. - Families and migrants who relied on FEMA's Shelter and Services Program would lose that source of federal shelter and services support. - FEMA would no longer operate the Shelter and Services Program and could not use new funds for it, and any unspent, unobligated balances from the program would be redirected. - U.S. Immigration and Customs Enforcement would receive those unobligated balances, merged into its operations and support account, to pay for enforcement, detention, and removal expenses.

- Shift leftover FEMA funds to immigration enforcement: mixed, medium. If enacted, any FEMA Shelter and Services money not yet obligated as of the day before enactment would move to Immigration and Customs Enforcement. The money would merge into ICE’s operations and support account. ICE would use it for enforcement, detention, and removal expenses. The transfer would…
