## Summary

**VA care would become the only federal health plan for Members of Congress and congressional staff.** Beginning January 3, 2027 the bill would require those individuals to receive care through Department of Veterans Affairs facilities or VA-authorized non-Department facilities and be treated as if they were veterans. By September 15, 2025 the VA and the Office of Personnel Management would jointly send Congress a plan with recommendations for any legislative changes needed to implement the transition.
