## Summary

**Centralized public access to agency guidance**. This bill would create a single, public online repository and set rules for how agencies must locate, publish, organize, and maintain guidance documents. It preserves privacy protections under the Freedom of Information Act and adds oversight to check agency compliance. - Families, businesses, and anyone who uses agency guidance would get easier, more predictable access because agencies must publish all guidance in effect within 180 days and post newly issued guidance to the central site. - Federal agencies must link to the central repository from their own websites, classify and subdivide guidance items, and keep rescinded documents available with the rescission date and a court-order case number if one exists. - The Office of Management and Budget Director must designate the site and central location within 90 days, and the Comptroller General must report on agency compliance within five years. FOIA exemptions and other privacy protections remain in place.

- Limits and exceptions on guidance access: cost, medium. If enacted, agencies would not have to post guidance, or parts of it, that FOIA allows them to keep private. The bill would also say that breaking these posting rules would not make a guidance document invalid. It would not change whether Congress can review guidance under current law.
