## Summary

**Tightens SNAP work rules and narrows who can avoid them.** This bill would make more able-bodied adults without dependents (ABAWDs) subject to SNAP work requirements by raising the age cutoff and limiting caregiver and special-status exemptions. - Families with children: The parent or household caregiver exemption would apply only if responsible for a dependent child under age 7 instead of under age 18. This would subject parents of older children to ABAWD work rules. - Midlife adults: The exemption age would shift from over 55 to over 65, which would make many adults aged 55 to 64 newly subject to the work requirement. - Vulnerable groups: It would repeal ABAWD exemptions for homeless individuals, veterans, and certain former foster youth who are 24 or younger and were in foster care at 18. - State waiver rules: States could seek waivers only when the county where people live has unemployment over 10 percent, and the law would drop the “insufficient jobs” basis for waivers. Waiver requests must come from the State agency and have the governor's support.

## Provisions PRIA read

You would be exempt if you are under 18, age 65 or older, pregnant, medically unfit for work, care for a child under 7, or are already exempt under other SNAP work rules. States could also ask USDA to waive the wor…
- Repeals one part of 2023 law: mixed, low. If enacted, this would remove subsection (b) of section 311 of the Fiscal Responsibility Act of 2023. The real effect would depend on what that subsection required or allowed. A direct impact on most households is unclear from the text.
