## Summary

**Protects unaffiliated voters' access to primaries.** This bill would let unaffiliated voters cast ballots in their state's primaries for federal, state, and local offices while limiting them to voting in only one party's primary. It would also bar noncitizens from voting in taxpayer-funded public-office elections and condition federal election funds on state compliance with these rules. - Voters: Unaffiliated voters would be allowed to vote in primaries for federal, state, and local offices in their state but may not vote in primaries for more than one political party. States may not treat someone as a party member just because they voted in a primary. - States and election officials: States that certify compliance to the Election Assistance Commission would receive a transition payment equal to 2 percent of their Help America Vote Act requirements payments for that fiscal year and each of the four succeeding fiscal years to cover costs of permitting unaffiliated voters to vote in primaries. Appropriations for these grants are authorized for fiscal year 2026 and later as needed. - Parties, commercial users, and noncitizen voting: The bill would bar sharing unaffiliated voters' information for political or politically connected commercial purposes, and it would establish a certification requirement and enforcement framework to prevent noncitizens from voting in taxpayer-funded elections for public office.
